C$100,000: AGCO monetary penalty. Ontario regulator fines NorthStar Gaming C$100,000 over anti-money-laundering failures

The Alcohol and Gaming Commission of Ontario (AGCO) has issued a C$100,000 monetary penalty to NorthStar Gaming (Ontario) Inc., the operator of NorthStarBets.ca and a subsidiary of NorthStar Gaming Holdings, for failing to meet the province’s anti-money-laundering requirements.

According to the AGCO’s findings, a player whose stated occupation was high risk under NorthStar’s own policy reached its C$25,000 lifetime deposit threshold in March 2024. NorthStar did not classify the player as high risk or carry out enhanced due diligence, such as checking the source of funds, and did not take the escalating steps its policies required.

The player’s deposits reached C$189,395 by June 2025. NorthStar classified the player as high risk and closed the account only after inquiries from the AGCO. The company did not dispute the finding and did not appeal.

Most reports give the penalty as C$100,000; one outlet reported C$72,000. NorthStar Bets is listed in our Ontario reviews but is not yet scored.
